Since the execution of Port Power Releasing Policy in 2002, China's port industry has developed rapidly, and many local governments invest on the port construction to promote the local economy. Meanwhile, the policy has also arosed some negative effects. The aim of the thesis is to do researching on the impact of the policy on China's ports.Firstly, the thesis introduces the relative concepts and theories of Port and Port Management System, the management modes and developing trend of some foreign ports, and the history of China's port management system revolution as well.Secondly, the thesis introuduces the contents of the policy, analyzing the policy's active and negative effects, and describes the actual status of China's ports.The thesis evaluates the impact on the ports brought by Port Power Releasing Policy, using Principle Component Analysis Method and Grey Correlation Analysis Method, to provide theoretic foundation for the policy adjustment. Principle Component Analysis Method is used to evaluate the ports'potential developing ability in the view of Central Government and the provincial goverment so as to find out the effects the policy has put on these ports. Grey Correlation Analysis Method is used to evaluate the actual developing status of the ports with output and output increasing rate as static and dynamic guidelines in order to validate the solution calculated by Principle Component Analysis Method and analyse the impact's exent of the policy.Finally, choosing the five ports in Jiangsu Province as research objects, which all used to be led by both Central Government and the local government and have been released to the local government simultaneously, the thesis gives suggestions for the central, provincial and local government to keep the ports developing proportionately.
