A good second design management mode will help improve the quality of secondary design.Secondary design industry is the technology industry, and its staff is a typical knowledge-based employees, who engaged in mental labor, their work is not easy to quantify, the working process is not easy to regulation, the purpose of employees will decide the working effect. Therefore, how to do design personnel management, to understand the needs of the employees, to motivate staff motivation, to establish a scientific, reasonable and effective management and examination system, is what every secondary design department managers need to think about in the first place.Secondary design studio of New Northeast Electric Group is the pioneer, who made a lot of effort in the area of the organization’s structure architecture, workflow management and the establishment of the performance appraisal methods through exploration and running in those several years. However, as centralized bidding of state grid and large-scale constructing of the intelligent substation, the management of secondary design couldn’t keep up with the change of external environment. How to establish an effective organization structure, carry out the distribution of the project, standardized work processes and formulate a reasonable performance appraisal system will be the top issue which the secondary design studio faces.In this paper, after reading a large amount of literature, combining with my practical experience, by using the theory of process reengineering, Taylor’s scientific management theory and knowledge-based employees performance appraisal method, redesigning the organization’s structure of secondary design, putting forward the feasible project scheme, and generalizing the work process, finally establishing an optimized performance appraisal system. Then putting forward the implementation procedures of improvement scheme and safeguards. And hope this article help secondary design management for industry peers. |
