Every country and area in the world has to face the problem of endowment insurance directly nowadays, which is also a global topic to be researched and solved. The endowment insurance system in Western developed countries is improving day by day through more than 100 years of development and reformation, especially with the occurrence of EC, and combined with their own characteristics and the actual situation, it carried out a series of effective explorations and reformations and formed a set of effective endowment insurance mode aiming at floating laborers within the scope of EU. However, the endowment insurance in our country started late and our country went through some turbulence and winding road. Compared with the endowment insurance system of developed countries, our system has some shortcomings. With the continuous deepening of the reform and opening-up policy, the national economy is developing rapidly especially in coastal areas. Therefore, hundreds of millions of populations are floating trans-provincially every year. But the social insurance system and policy aiming at such group of people are not launched in time, so a series of endowment insurance problems related to floating populations appear, and make their rights greatly damaged. This paper applies management theory basis to research and analyze the reasons of deficiency of endowment insurance for trans-provincial floating populations at present. By learning and referring to the successful experience of EU and combining with our actual conditions, the following methods are proposed to solve such problems: to adopt on-demand mode which meets the practical situations, to establish an insurance idea covering basic needs and wide range, to establish a complete accumulating mode of permanent personal account, to eliminate geographic restrictions and increase overall planning levels from national level and to reform the traditional household registration system to eliminate urban-rural dual structure, etc. Meanwhile, it also summarizes the development experience and lessons of national social endowment insurance career over the past tens of years. Thinking this to look for methods to solve the current endowment insurance problems of trans-provincial floating populations.
