With the proposed strategy of sustainable development, Green development, cycle development, low carbon development has become the only way for the transformation of traditional industries. However, due to green building use advanced materials and construction technology, the initial cost than traditional building is too large, leading to green building has been unable to get popularized. At the same time, the recessive costs as an important part of the total project cost, hidden in the various aspects of green building, and because of complexity, Cumulative and difficult quantifying characteristic of the recessive costs, can easily lead to "benefit funnel". Therefore, this article from the green building recessive costs, combined with the recessive costs inherent characteristics, focusing on the operational phase of green building, by building the estimation models that make it clearer to understand and identify recessive costs, and provide a theoretical basis for the effective control and reduce recessive costs.Firstly, to define the concept of green building, and operational phases of construction and the recessive costs, This article introduces the relevant theoretical tools involved and defines the recessive cost which is easy to quantify and which is hard to quantify on the basis affected factors of operational phase of green building. And classifies the cost easy to quantify according to the characteristics of green building. Meanwhile it establishes a function to calculate the recessive cost which is easy to quantify by using construction business accounting theory. On the basis of extensive research and careful analysis of existing research results combing home and abroad, use the "Pressure- State- Response" model to analyze influencing factors of the recessive costs in the operational phase of green buildings, Propose the constitution system basic framework of the recessive costs which is difficult to quantify in the operational phase of green buildings. Prepare the investigation questionnaire through Likert five scale and screen the component indexes of recessive cost which is difficult to calculate. Use structure entropy method index weights assigned, then it makes a calculating model by adopting the fuzzy comprehensive evaluation. Finally, this model will be applied to real-life cases in order to take an empirical analysis of the recessive cost in the operational phase of green buildings. Combined with practical cases the paper proved the model for calculating the recessive cost,and with the traditional buildings of the same size were compared visually reflects the advantages of green building and the potential profit margins after control the recessive costs.Studies have shown that the recessive costs of the operational phase of green building comprehensively and objectively measurement, not only can directly reflect the advantages of green building, but also for the control and reduce the cost of its construction provides a new way of thinking. On the basis the recessive cost estimation model of the operational phase of Green building can not only improve the cost of green building research system, and provides a means of cost control, support for the promotion of green building Cape.
