Green Building is such a kind of buildings, which seriously consider environment factors in design and almost harmless in construction. Green Building provides people healthy residing environment, which is comfortable, low spending, and harmless. Green Building is constructed by sustainable material. Green cost is provided with exterior and environmental output is very limited which will be lavished in market competition.Firstly, the paper analyses holdbacks which consist of investment increasing, being not fully grown in evaluation system in development of Green Building. Only several countries have carried out authentication of Green Building. Green income is hard to weigh. I try to validate the economic feasibility of Green Building through comparing its cost and income. Secondly, 1 try to define responsibility and benefit of different units in construction industry and come to the conclusion that Green Building meets the request of government the best. Because of the function, government and other public department should and can play leading role in development of Green Building.Focusing on the problem, I make a public policy analysis model. The model has three factors: public policy, profit related unit and policy environment. Economic measures together with administration activities will improve Green Building's performance. In the finality, considering resource status of our country, I provide my suggestion to establish public management system, which comprise favored policy with pertinence, reasonable marketing compensation, setting up evaluation system, law system, develop authentication of Green Building and so on. Using policy analysis, the paper makes some explorations to developing public management system.
