The industrial transition in resource-based cities is a systematic project taking the aim at achieving sustainable development. It is not only the process of industrial exchange, industrial structure upgrading and organizational relationship optimizing, but also the reformation of system, labor, ecological environment, etc. In fact the industrial transition in resource-based cities is leaping development based on mode conversion. The leaping development is bound to seek systematic ways and need a variety of elements and driving force. Therefore, systematic innovation characterized by cooperative operation of S&T innovation, system innovation, policy innovation and management innovation becomes the best power to promote industrial transition. How to achieve the effective promotion of systematic innovation to industrial transition has become a key point to the research on industrial transition and sustainable development of resource-based cities.Based on above purposes and the existing research, the paper comprehensively analyzes the industrial transition from the perspective of systematic innovation and establishes the theoretical framework of the industrial transition based on systematic innovation in resource-based cities so as to bring the systematic innovation theory into the research category of industrial transition in resource-based cities. The paper focuses on the following fouraspects:(1) On the basis of the related research and status of industrial transition, the paper takes the shortcomings in the research and practice as breakthrough point to integrate the systematic innovation theory into the research field of industrial transition. The paper establishes the interaction chain and verifies the interactive relation between systematic innovation and industrial transition from six angles. Thereby it achieves the integration of systematic innovation theory and industrial transition theory. On this basis, the paper finds the key interactive factors between systematic innovation and industrial transition from S&T innovation field and non S&T innovation field.(2) The paper establishes the model of industrial transition based on systematic innovation. According to the model, the paper analyzes the motivation system, subject system, operation system and environment system. The motivation system analyzes the motivation of the industrial transition from the two aspects, which are domestic demand and external environment. The subject system mainly analyzes the composition of the system as well as the positioning conversion of various subjects. The operation system elaborates the innovation operation and the important tasks of all stages of the industrial transition, including overall planning, choice of the strategic mode, choosing benchmark of the leading industry, environmental construction, improving the ability of systematic innovation, dynamic control and effect optimization. The environment system mainly analyzes the constitution and influence of macro-environment.(3) The paper evaluates the industrial transition in resource-based cities from the degree of coordination between systematic innovation and industrial transition. In addition, it chooses typical cities to take case study, and evaluates their degree of coordination between systematic innovation and industrial transition. By analyzing the evaluating results, we can not only grasp the degree of coordination as a whole, but also find the inharmonious factors of the interaction to explore the reasons for non-coordination.(4) According to the theory study and case analysis, the paper puts forward the strategic objectives and strategic emphases of industrial transition in resource-based cities. It also points out the paths of industrial transition, which are accelerating industrial restructuring, speeding up reform and opening-up, strengthening the protection of ecological environment, improving the construction of urban environment, striving for and implementing policies, improving the innovation network. Finally, the paper proposes the policies and suggestions for industrial transition from five aspects, which are strengthening the management innovation to improve the environment, speeding up system innovation to establish the institutional framework, strengthening policy innovation to enhance the guiding power, improving the innovation system to cultivate core competence, accelerating the restructuring to promote industrial mating.
