Study Of The Efficiency Of County Governmental Health Expenditure In China

In recent years, the community has given high attention and support to the medical and health fields,.Health industry is facing a rare opportunity for development.The county government to provide the main body of public health products, bear the main responsibility for the supply of basic medical and health services,and the study of county government health spending efficiency are not yet been discovered.Therefore, is different from previous studies, the county government, as the sample,the GM index of county government measure and analyze the factors influencing the county-level government expenditure on health.This paper from the mechanism of the effect of demographic characteristics,economic development level, city level, fiscal decentralization and other aspects of the efficiency of government health expenditure is analyzed; secondly, the East and West9 provinces were 558 county government as the sample, through the global DEA method of government health expenditure efficiency of sample county was calculated,and the government health expenditure total factor productivity index(GM) is decomposed into technical efficiency change index(GMEC) and technological progress index(GMTC); the study found that, in the area from the perspective of government health expenditure, efficiency of county city east unit is higher than the Midwest, the main reason for this is the sample County technical efficiency the Midwest index(GMEC) is caused by. From the perspective of time trend, since 2006,in addition to the 2008 government health spending efficiency compared with a year ago increased, the rest of the year the government health spending efficiency were compared with the previous year decreased, and the reasons for the decline is due to lead to a decline in technical efficiency change index(county government budget management level).When using global DEA method to the calculation and analysis of county government health spending efficiency, DEA model without considering the decision making units outside the influence factors, and these factors precisely is an important reason to cause the efficiency of decision making units differences. Therefore, this paper further from the population density, per capita deposits, urban level, per capita expenditure, and fiscal decentralization find factors influencing the county government health spending efficiency, establish the regression model, the empiricalstudy of these factors impact on the county government health expenditure efficiency.Through the analysis of the influencing factors on the efficiency of government health expenditure, this paper finds that in many factors, economic factors on the efficiency of government health expenditure has a significant positive effect, population density,urbanization, demographic factors are on the efficiency of government health expenditure have significant positive effects. Fiscal decentralization indexes on the efficiency of government health expenditure has remarkable negative effect, indicating the high degree of fiscal decentralization high is not conducive to enhance the efficiency of government health expenditure therefore, in this paper, it is suggested that should further enhance the county government budget management level, improve the efficiency in the use of fiscal funds of basic level government in our country;vigorously promote urbanization construction, raise the overall quality of the population; at the same time, based on the actual situation of our country should be according to the actual situation of different regions to develop diversified regional policy, further improve the efficiency of grass-roots government health expenditure in China.
