An Empirical Study On The Efficiency Of Government Health Expenditure In Liaoning Province

Since the 18 th Communist Party of China National Congress,the deepening reform has become the main melody of our country,especially in the field of medical and health care,the reform of medical deepening has been gradually released.The 19 th Communist Party of China National Congress held in Beijing in October 2017 further pointed out the need to speed up the reform of health care system,improve the medical service level,further improve the medical security system and improve the people's happiness index.Since the curtain of "new medical reform" has been opened,the scale of medical and health expenditure in all provinces has been increasing,which has obviously improved the former medical condition.However,it must be recognized that although the absolute scale of medical and health expenditure in all regions of the country is increasing year by year,the efficiency of medical and health expenditure has not changed significantly.In the case of Liaoning Province,the government's medical and health expenditure increased from16.86 to 26.29 billion yuan between 2011 and 2015,but the research shows that the efficiency of health expenditure in all parts of the province is not high,and it is still a big problem to not reach the DEA effectiveness.Based on the relevant statistic data of 2011-2015 years in Liaoning Province,this paper studies the situation of Liaoning Province in combination with the actual situation of Liaoning Province.This paper first explains the related concepts and theories,then it is the key content of this paper,first briefly introduces the DEA model and Tobit model,establishes the relevant models to empirically analyze the health expenditure efficiency of medical finance in Liaoning Province,mainly from the static analysis methods of scale efficiency,comprehensive technical efficiency,and dynamic analysis,Then the external factors that influence the efficiency of expenditure are analyzed.Then,according to the results of empirical research,the paper points out the problems of medical and health financial expenditure in Liaoning Province,and simply analyzes the reasons.The study found that the comprehensive technical efficiency level of the provincial government health expenditure in 2011-2015 was generally declining,and the scale efficiency and the decline of pure technology efficiency were the main factors leading to the decline of comprehensive technology,which made the medical and health expenditure in all areas of Liaoning Province reach the DEA efficiency.Finally,this paper puts forward some suggestions to improve the efficiency of medical and health expenditure in Liaoning Province.The main recommendations are as follows: First,firmly establish the concept of output budget,improve the performance evaluation mechanism,improve the financial fund performance evaluation mechanism,and improve the level of government management;Second,build a stable mechanism for financial investment,adjust the scale of financial expenditures around,promote The third is to strengthen the deepening of medical reform,further promote the informatization and transparency of government management,and give full play to the public welfare of medical services;fourth,strengthen personnel training,increase technological innovation,and establish a coverage of the province Population information health platform,innovative medical service system.
