Research On The Efficiency Of Public Health Expenditure In China

Since China embarked on the path of reform and openning-up,the past years has witnessed remarkable achievements in China’s medical and health service development,medical and health service system has been basically formed,equalization of basic public health services is steadily going ahead,the population of urban and rural areas covered by the medical security has expanded gradually,the ability of disease control and the level of health science and technology has increased continuously,the level of residents’ health are in the forefront of the developing countries.However,the problem of difficulties and high expense in medical care for Chinese residents has began to highlight in recent years.Government officials fail to do their duty and to control vaccine,which frequently led to medical accidents.The development of public health between eastern and western regions is still imbalance,the same as urban and rural areas.Therefore,when we confirm our achievements in the development of public health,at the same time,we must face up to its problems.Many experts and scholars began to look for the reasons,the main conclusions are as follows:The distribution of public health expenditure had an obvious imbalance in different regions,provinces and cities,output efficiency of public health finance investment is low in some areas and so on.whether is there room for improving in the scale of public health expenditure in our country?How is financial investment relative efficiency of public health in the local government?What are the specific factors that impact output efficiency of public health expenditure?These issues not only directly relate to the promotion of the level of residents’ health,but also affect the realization of medical reform’s objectives and the optimization of fiscal expenditure structure.The paper makes an empirical research on government health expenditure,on the basis of depth analysis of our government health expenditure’s current status,trying to give a satisfactory answer for the issues mentioned above.First of all,the article selects finance input and output variables of public health panel data from each province,autonomous region and municipality as the samples,and use a three-stage data envelopment analysis as the analysis model,to analyze the local government’s static relative efficiency of public health expenditure in recent years.Then the article calculates the total factor productivity of the public health by using the method of DEA-Malmquist Index,so as to analyze the dynamic trend of public health finance investment efficiency.The results show that:Output efficiency of public health finance investment are mainly affected by pure technical efficiency and comprehensive efficiency value is low,there is still large space for improving.The loss of efficiency of local government public health expenditure is mainly caused by inefficient management,and it is restricted by the environment variables,which makes it have an obvious regional difference,the external environment of the central region is more suitable to enhance the efficiency of public spending on health.After excluding the impact of environmental factors and random error,in terms of eastern region,central region,western region and different provincial governments,there is no obvious disparity in real efficiency level of public health expenditure,Local government public health’s TFP index average is less than 1,which shows the negative growth trend,this is due to the low level of the technical progress index.At last,the article makes relevant suggestions based on the empirical results.
