As a provincial branch, Hunan Unicom has formed mature three-level management model with branches in 14 cities consisting of more than 100 county cross-roots units. Since her establishment and re-organization, Hunan Unicom developed 3G business fast and witnessed her rapid development in overall business and market scale, and fast grows in staff with the average staff age being less than 35 years old as well. Therefore, human resources become importantly. As the backbone,professional technical staff characterizes in high degree, young, high comprehensive quality. Just rely on the traditional performance management cannot meet the needs of the incentive, arousing lots of problems such as the decreasing staff satisfaction and low working motivation, and job burnout, accordingly, lots of technical staff transferred the position or even resigned; And technical personnel to carry on the career management of hunan unicom, can more effectively motivate their enthusiasm.On the analysis of the current performance assessment model, the problems in technical staff's career management will be focused and improved by combing the theory and practice. Issues relating to technical staff's characteristics and the current situations and the existed problems of career management will be discussed basing on the review of theory and practice of career management at home and abroad. Analyze the factors influencing technical staff's career management, draft the survey and collect among technical staff, to verify the impacts forming the career management strategy caused by typical factors. Combine the theory and practices to build the career management system including the enterprise culture--people first, two-channel career management system, rotation regulations and training systems etc., finally working out the feasible plan on the basis of technical staff's characteristics.At present, domestic research on career management is still at the early stage;study regarding technical staff in the enterprises directly under central management is much rarer. This article will analyze and study Hunan Unicom's technical staff from the perspective of career planning and management, to help them to career success and boost enterprise to create a good enterprise atmosphere, which will play an active role in technicians' career management.
