Since the beginning of the reform and opening, it brought some huge developments in China air transport which is provided more convenient and comfortable service to customer all around the world. The reform of the management system of civil aviation sector brought the delegation of authority(especially from a central to a regional government) and resulted lagged developments in industry management and related policy in 2005. HAIC is the result of reform and innovation of Hunan airport, as China’s first professional company combined with multiple airport ground services, it still want through the security financing for company.Under the 10 years development, company faced with a variety of circumstances including rapid increased in prime operating revenue and profitability reduced, as well as weak marketing and business application lags due to the competitive market. How companies provided high quality service that improves whole air transportation industry to satisfy with customer needs is a difficult problem. The increasing of changes in markets brought company conducting and planning the scope matched with development strategy..This studies mainly talks about Hunan Aviation Industry Company(HAIC),which specializes in air transportation and ground agent service. The paper take the modern theory of company strategy management and the PEST and SWOT model as tool to analysis the internal and external environment of Hunan Aviation Industry Company(HAIC). The purpose use of PEST analysis proposed in this paper is to develop an in-depth understanding on status of business and industry condition.Evaluation of domestic air transportation industry, the development of airport industry and other transportation methods to find out the reasons may influence company development. The analysis was followed by a set of SWOT analysis in order to identify the future possible opportunities and weakness in company to establish rules for the application of safeguard measures deal with corporate governance, financial investment, marketing, information and human resources.According to this studies(which is based in research), I will recommend a series development strategies which is operational and interrelated with company. This article also use for reference for the choice of implementing a sustainable development strategy in similar types of civil air transportation companies. Thelimitation of this article is regional that HAIC is located in Hunan province that may not consider as a national field.
