In order to promote the competitiveness of the state-owned enterprises in our country, the central government sets up various types of State-owned Key Enterprises(hereinafter referred to as " Central Enterprises"). The number of Central Enterprises has reduced to around 80 through mergers and reorganization, 30 ~ 50 enterprises of them have grown into large enterprise groups with international competitiveness.Hunan provice government also wants to enhance the competitiveness of the local state-owned enterprises and develop the local economy. To promote the competitiveness of the state-owned enterprises, it needs to work in many aspects. In the aspect of management, the state-owned enterprises need to strengthen the strategic management, create overall strategic plannings, analyze the internal and external environment of enterprises, determine their business units, especially highlight their core business, develop the core competences. Hunan Guoli Investment(Holdings) Co.,Ltd.(hereinafter referred to as “Hunan Guoli”), is a wholly state-own enterprise invested by Hunan Provincial Government. Its predecessor is Hunan International Trust and Investment Corporation.(hereinafter referred to as "Hunan Guoxin") After its restructuring in 2003, Hunan Guoxin’s original financial businesses including trust,securities, banking and foreign exchange were stripped off from it. These advantage businesses that had been cultivated for more than 10 years no longer belong to Hunan Guoxin. However, the assets and personnel structure were not optimized, the restructuring was not complete, so it is still difficult to solve of the problems left behind. In order to solve these problems, it needs to strengthen the strategic management and develop the core competences.In order to eventually develop Hunan Guoli into one with prominent main business, reasonable structure, flexible mechanism, and strong core competitiveness,we carried out research into the development strategy of Hunan Guoli. The first part of the thesis explains the research background, the technology roadmap and related theories.The second part analyzes the corporation’s status quo through research its basic situation, business conditions, personnel status.Meanwhile, this part analyzes the corporation’s external environment. Firstly it analyzes the industrial layout within the provincial SASAC system, venture investment and investment consulting industry,then it analyzes the new business which can be carried out, such as venture capital andinvestment advisory industry. Based on the research and analysis of the first two parts,the third part of the thesis orients the overall strategy of the Hunan Guoli, taking into consideration of its actual situation, external market demand and combining with the requirements of Hunan SASAC.Then puts forward the concrete development strategy of the business,including setting up the new platform, developing core business, exploring the development of new business, setting development goal and selecting control mode.Finally, the thesis studies the implementation of Hunan Guoli’s development strategy, points out the key adjustment, proposes the implementation plan, safeguard measures and suggestions, and evaluates the expected effects.The results of this research will provide guidance on strategic planning of Hunnan Guoli, and it can also serve as reference for other strategic planning researches.
