Sustaining growth in response to China's insurance market, the insurance Companies quickly occupied the market share by establishing lots of branches in china, and at the same time they ignored operations management and controlling capacity, therefore operation cost is very high. In the face of international insurance giants have entered the Chinese market and the internationalization of the domestic insurance business of our country are facing the pressure of operation efficiency,cost and service level, PingAn of china has to enhance the competition by carrying out the centralized back-up operation pattern,and it has been a model for China's Insurance industry.Centralized Back-up Operation Pattern belong to a pattern of Sharing Center, using sharing center idea, through reengineering, organization structure in the adjustment process, standardization,process, the implementation of the internal operation.its advantages are:it can realize the internal professional sharing, for all branches of whole group company risk concentration,substantially reduce the cost, to streamline the branches back office personnel, enhance the ability of centralized operation and improvement of service quality. But, Centralized Back-up Operation also puts forward higher challenge to enterprises, such as the backup center construction into venture capital and investment income effect is slow, the adjustment of the internal structure of the enterprise high resistance, organization staff job changes etc.PingAn of china in the study of the HSBC in multiple backup center in Brazil, with its own characteristics, explored a management mode of backup Centralized Back-up Operation characteristics, and achieved good benefits. Ping An insurance did not learned HSBC completely which set up a number of different functions in Brazil, and PIngAN established a national centralized back-up center in Shanghai ZhangJiang. aiming to create "central kitchen" of the group. Ping An insurance through organizational restructuring and business process reengineering. streamlined branches* position across the country, staff who don't directly face customers will be centralized to backup center, so as to that the third and the second class organization can focus on business. ZhangJiang backup center mainly includes six aspects:shared operation layer, operation layer, specialized customer contacting layer, operation management and control layer, the policy rules layer and formed a user driven process platform.After implementing backup center, PingAn standardize the underwriting process, claims process and basic operation process, realized centralized management risk controlling,Low operation cost and better operation efficiency, also unified the standards of service, customer satisfaction is also significantly enhanced, and backup platform based on shared ability promoted the common growth of subsidiaries of business, business collaboration ability (cross selling capability), improvement operation quality, reduction of claim process and effectively controlled internal corruption risk. PingAN operation mode of Centralized Back-up Operation's success strongly promote the development of the company and the standard of the industry, and also become the objective of other competitors to imitate.In this paper, using the theory of organization structure,business process reengineering theory and scale economy theory as the support, through the analysis and study of PingAN's Centralized Back-up Operation Pattern to sum up, put forward the implementation of key path of Centralized Back-up Operation for insurance enterprise, at the same time,concemed about the risk and possible difficulties in the process of Centralized Back-up Operation, in order to give some useful suggestion to insurance companies when they implement the backup centers.
