Performance appraisal has two main objectives. One is to enhance the efficiency of the organization. Second, to unify the behavior of individual members of the organization to the organization's strategic goals. Undoubtedly, a good performance management system could motivate the strengths and potential of their employees, adjust and influence the direction and the behavior of employees to obtain the desired performance enterprise. Nearly the performance appraisal process for a decade in a state-owned enterprises, to a certain extent, also illustrated well two purposes.In this paper, the performance appraisal system and the implementation of assessment process for a decade in a state-owned enterprise were analyzed and deconstructed in detail. The principles and methods were summarized detailed during the appraisal process.Of course, an assessment of the implementation of organizational in a state-owned enterprises could correct the individual behavior constantly. So, in this paper, the relationships between the state-owned enterprises and organizational performance appraisal system and the individual behavior deviation conducted were discussed in-depth. Those effects on behavior were discussed systematically from the angles of the target, evaluation and incentive. How to find problems in the enterprise performance appraisal system, through the analysis of the behavioral biases and the perspective from outside to inside. Then, this could provide Mirroring for the similar problems occurred in other organizations.Meanwhile, the effectiveness and limitations of the practice of state-owned enterprises performance evaluation also were analyzed. The assessment course and the good practice effect for nearly a decade can spread in a certain sense of promotion. The implementation process conditions and recommendations before the establishment of the performance appraisal system were also given at the end of the paper.
