Human resource is not only the first resource but also the main value creation part and the core competitiveness of the enterprise. At the present stage, performance assessment is the main work method and management mean for enterprise human resource management. The The GWDC TD Comany's performance assessment is not only a miniature of the state-owned enterprises performance evaluation but also has great significance to improve enterprise management. As one part of the CNPC's exploration and development plate, the GWDC TD Company mainly engages in the business of petroleum engineering technical services such as drilling, lateral drilling. From the beginning of 2013, the GWDC TD Company built the employee performance appraisal system with the core of “One Table & Three Bulletins”, took the key performance indicators(KPI) method to conduct top-down performance evaluation step-by-step. In the end, the actual results have been achieved in the company. In the process of implementation, some practical problems were exposed gradually, which need scientific diagnosis and optimizing urgently.This thesis introduces the organization structure, strategic positioning,operation status, industry environment and development trend of GWDC TD company, and describes the current situation of performance appraisal in detail. In view of the existing problems including the lack of unity of performance appraisal, extensive evaluation indicators, one-sided appraisal indicators, less diversified methods of assessment, weak concept of performance appraisal, short-term utilitarian effect of assessment, etc, this thesis utilizes the performance appraisal theories and methods to analyze the root cause of the problems through questionnaires, face-to-face interview and consulting relevant data. The analysis results are as follows: the company doesn't establish corporate culture of correct performance assessment; the structural of performance appraisal index need to be optimized; the method of assessment implementation needs to perfect; the communication of assessment and the process of implementation need to be strengthened; the results of performance assessment should be implemented; and the difference of company's internal and external environment is not fully considered.The thesis researches and designs the personnel performance appraisal's improvement optimization strategies. The strategies mainly include the partition strategy of assessment level and assessment object; the improvement strategy of assessment index, assessment standard and assessment method; the improvement strategy of the performance appraisal implementation and monitoring mechanism; the improvement strategy of the performance appraisal management review mechanism; the improvement strategy of the association between the performance appraisal results application and the other systems. This thesis also puts forward the relevant measures to establish or perfect the performance appraisal system and the guarantee measures for the implementation of full performance appraisal.In this thesis, the research of the overall performance appraisal of the GWDC TD Company can effectively enhance the applicability and the actual effect of the performance appraisal, mobilize the whole work enthusiasm and provide supports for achieving the enterprise's strategic objectives. The thesis has some helps and reference value for the building performance appraisal for the state-owned oil companies.
