Nowadays, the knowledge economy is developing faster and faster and human beings play a very important role in the survival and development of an enterprise. At present, the state-owned power enterprises have their own limitations, such as a lack of enthusiasm of the staff. How to mobilize the enthusiasm of the staff is a crucial and essential problem for the state-owned power enterprises. As means of human resource management, performance assessment plays an in-ignoring role for mobilizing the enthusiasm of the staff, as well as encouraging the staff to create greater value for the enterprises.Firstly, the thesis point out the theoretical and practical significance of performance assessment of state-owned power enterprises. Through a study of the domestic and international status of the performance assessment, the thesis proposed the future direction of the study. Through a study of the theories and methods on performance assessment, the thesis emphasized the significance of performance assessment. Secondly, through a description of the background and status of the current performance assessment of state-owned power N enterprise, the thesis indicated the problems of the present performance assessment system and analyzed them. By establishing the enterprise ration based on the work-day ration, which was the main quantitative indicator of the performance assessment system, and combining the target administration method and the key performance indicator method, the standards for evaluation of enterprise performance assessment were established, which were used to adjust the results of quantitative assessment, and the thesis made optimal design on the N enterprise's current performance assessment system. Finally, the thesis evaluated the optimized performance assessment system, and analyzed the effect of its implementation and the problems in the process. Through the implementation the performance assessment method which was mainly quantitative assessment, supplemented by qualitative assessment, the enterprise could not only find a more reasonable basis for remuneration allocation but also make staff find their own deficiencies through the examination results and improve themselves. This method not only encouraged the enthusiasm of technical personnel and management staff of N enterprise, but also maintained the stability of N enterprise's talent team and provided a good basis for the future development of N enterprise.
