In order to improve the efficiency of the examination work, exact the test results, improve method of inspection, perfect the supervision standard, The State Quality Inspection Administration uses "science and technology advances the quality supervision " as the baton, perfect the mechanism of science and technology system, They perform government functions endowed for quality supervision system, provide support for safeguarding the legitimate rights and interests of consumers.Thus, Science and technology competitiveness of Quality Supervision System Technical Institutions is the follow-up power of inspection and testing ability, which is relevant to the fairness and authority of quality supervision work, thereby, it is important theoretical significance to enhance the quality supervision system technology research institutions of science and technology competitiveness. In addition, this paper Combines with the author's experiences—the development of Fujian science and technology competitiveness of supervision mechanism system, then proposes its evaluation index system and applied, it has the certain reference value to the actual work.Firstly, the competitiveness theory at home and abroad and related study are combed in this paper, which is employed to lay a foundation for the establishment of science and technology (S&T) competitiveness evaluation index system; Secondly, analysis on the scientific research situation for Fujian Provincial Bureau of Quality and Technical Supervision (FJQI) are conducted with SWOT analysis method; Thirdly, a 14 two-grade index evaluation system is extended based on Base strength, S&T input, S&T output for FJQI, further more, the weight for each index is determined and the competitiveness evaluation index system is established with the AHP method. At last, the competitiveness evaluation index system is applied to the S&T situation of FJMI, and the result of which is analyzed horizontally and vertically and then the proposal for S&T competitiveness enhance strategy is given based on this study.
