As the technical support for quality supervision system, Shaoguan quality inspection institutions bear the principal responsibilities of supervision, certification, arbitration, and entrusted inspection regarding the notarization of product quality. While Shaoguan quality inspection institutions are playing an increasingly important role, there have been continually higher demands on their capacity which is made all the more urgent by the constant emergence of incidents concerning product quality and the pressure from international environment of competition. The service capacity of Shaoguan quality inspection institutions cannot hope to improve without the effective operation of administrative systems. Since quality inspection agencies are nonprofit and manage under the system of Danwei, it is only natural that they can function neither completely in a corporate manner nor entirely administrative. The hard part is that they are expected, on the one hand, to attach importance to efficiency and high performance; on the other, to coordinate the interests of all parties. All this is true so presents enormous challenges for the executives. Besides, there are blatant problems such as too much stress on professional skill but negligence of management expertise on the part of the executives, the urgent need that their management awareness and performance be improved, etc. On the whole, there are striking problems with the administrative system of Shaoguan quality inspection institutions.This paper is intended as a case study of the Quality Measurement, Guandong Shaoguan Supervision & Inspection Institute for Quality & Metrology.It elaborates on the construction and operation in the administrative system of quality inspection institution. It brings forth in-depth analysis in terms of the many problems arising in the course of system documentation and implementation like the failure to achieve the hoped-for effect in internal audit and management review, the mismatch between institutional development and personnel quality, the absence of an incentive system, and the negligence of the personnel to seek advancements in the face of excessive living stress. Then, countermeasures aimed to improve the administrative system are recommended from aspects ranging from human resources planning, enhancement of the personnel's management awareness and performance, perfecting the existing management system, strengthening incentive mechanism, till pursuing sustainable development and management innovation. In the end, implications for Shaoguan quality inspection institutions at prefecture-level nationwide are offered.
