Design And Implementation Of Tax Risk Management System For A Local Tax

With the continuous progress of society,the economic development of all walks of life is facing certain risks in this great era,and the concept of "risk management" comes into being under such circumstances.In recent years,tax subjects have become increasingly diversified,the environment of tax system has become more and more complicated,and problems such as asymmetric information,inefficient tax collection and management,and discordant tax collection and management relations affect and restrict the steady improvement of tax collection and management quality.It is urgent to introduce the concept of tax risk management and establish the tax risk management platform in tax system.The object of this paper is the design and development of the risk management system of land tax in Guangxi:In the demand analysis stage of the system,the analysis of the demand in the actual research and development is carried out by means of the operators and objects used in the system.In the overall design stage of the tax's risk management system,it is based on the needs analysis in the early stage to carry out the detailed design of the tax risk management system,from the position of the system to the function of each module,operating standard design,to ensure that the system is reasonable in all aspects of the configuration,is a clear responsibility,reasonable flow,trace of the whole process of risk management can control software.In the system functional of module design,the system structure,business process,analysis and research tax risk management system six functional modules,including risk plan management,risk data preparation,risk characteristics and indicators management,risk model management,risk recognition management and risk sequencing push.In the development phase of the system,based on the J2 EE framework,using the MVC design pattern,using the Struts 2 + Spring 3 +bibis 2 framework,BCS mode to ensure that the interface of the system can be implemented through the WWW browser.The background database uses the Oracle12 C database management system and,on the server,the Oracle Weblogic Service server as the J2 EE application server.During the testing phase of the system,black box,white box and pressure test methods are selected strictly according to the test plan to reduce the chance of random testing and to ensure stable operation,efficient and safeuse of the system when online.Finally,the application test of the system in the actual project,the function is in line with the actual requirements and more perfect,to ensure its usefulness and reliability,to achieve the intended design of the system.
