Research On Domain Policy Key Points Analysis And Formalization Methods Based On Semantic

With the gradual development of the legal society and further improvement of the socialist legal system, all levels of government have introduced a large number of new laws and regulations. Meanwhile, the old policy remains in use. This makes the policy fragmentation become increasingly serious. Once the policy fragmentation trends to"decentralized" levels,it will lead to the collapse of the entire policy system. The issues which need to be addressed in the policy researching field are how to find the policy key points and brittle points in the policy system to avoid brittle.This thesis summarizes policy studies and researches on the brittleness of complex systems at home and abroad. Firstly, this thesis proposes the policy modeling method from a perspective of policy blood. The method is to formalize industry policies as one industry pedigree tree and the root of the tree is the basic industry law. Industry policy pedigree trees makes up Policy Forest. Dissemination and collision of the recessive gene make "shadows attract" happen between different policy pedigree tree nodes, which eventually forms a policy lineage network based on policy blood kinship. Then calculate betweenness centrality of nodes in policy lineage network, and evaluate importance degree of policy nodes according to the betweenness centrality and find the dominant elements of the policy lineage network.After research of the dissemination and evolution mechanism of the policy lineage network,this thesis builds a model called PCL model based on policy lineage network. At last,calculate the degree of brittleness of the policy nodes on the basis of the PCL model; evaluate the degree of importance of policy nodes according to the degree of brittleness, and mine brittle nodes in the network.Finally,the policy areas modeling methods and policy analysis method proposed in this thesis are applied to a specific area of policy research and experiments have achieved good results.
