The Design And Implementation Of Internal Control System For Yantai Development Area Transport Bureau

The first thought of Internal control management appeared in the early stage of human commodity economy,and becomes complete and complex theory with the development of human business civilization and development.Internal control thinking in the global enterprise has formed a basic purpose of controlling corporate resources through nearly a hundred years of commercial and cultural development.Especially in the 21st century,as human society steps into the information age,the use of network and computer systems to manage business daily activities has become a new requirement to global business.The computer and network based implementation of internal control system has become fundamental facility in global enterprise.regarding to the success of the internal control information system in the enterprise,this article would like to adapt the success of the internal control information system based to the daily work of our government agencies to improve the quality and efficiency of public serviceIn this paper,according to the current situation in the management of the Traffic Control Bureau of Yantai Development Zone in Shandong Province,we set up a internal control information system to improve the unit's daily capital flow control.This system improves the work efficiency and provides a public,fair and equitable information platform for the overall situation.The system is based on the B/S architecture and adapted the MVC model for the design and development.t It uses the JSF architecture model to facilitate the transplantation and expansion of the system.The system mainly includes eight specific function modules:budget management module,purchasing management module,contract management module,expenditure management module,income management module,project management module,budget configuration management module and system management module.The main work of the paper is as follows:1.The system implements the completed budget management flow function according to the needs.It has a complete budget allocation process including 1)the application procedure of the subordinate units,2)the review and approval procedure of variety departments and 3)the execution and notification procedure of financial department.2.The system achieved the completion procedure of the government procurement plan design.After the approval of the procurement plan through the approval of equipment procurement,the system allow use to establish procurement plcan according to the purchase amount,mode,choice and other factors and review the process of plan with tracking details of every step.3.The expenditure management module is divided into three specific workflow designs:budget payment,reimbursement payment,loan payment.Each section allow unit of Bureau apply for corresponding payment with necessary form of the year.4.The system management module mainly contains the maintenance of the system to run the relevant function of the design..This paper analyzes the requirements of Yantai Development Zone Administration Bureau and design internal control system with proper framework and tool chains.It describes implements with detail of above system which has been stable operated.The system has been proved helpful for work efficiency and risk controlment and provide a replicable example of applying information framework and facilities for other government organizations.
