Computer technology which is extensively applied to instrument and control system in nuclear power plants greatly improves the system function, capability and usability, but it's also bring some risks. The instrument and control system that based on microprocessors and corresponding software exists the possibility of system crashes caused by common cause failure due to high integration density and complexity. In this paper, the Diversity Actuation System in nuclear power plants is designed based on FPGA. Data processing is carried out by hardware logic gates, and running without any software. When ATWS occurred or reactor protection system lost its control because of common cause failure, it will build an effective line of defense-in-depth to protect the reactor.The main research work of this thesis includes the system design, design verification of diversity and engineering application except the operator station.First, based on the research of principle, requirements and standards, the diversity strategy which FPGA is used to the equipment development are proposed. According to the strategy specific implementation approaches are defined, and then system architecture, network structure and function of devices are designed combining with the technology principal.Second, on the basis of the system design, this paper put forward the hardware selection and architecture design scheme of field control station, build hardware environment using self-development products. Meanwhile, present the logic design scheme and software tools, choose to implement control logic of reactor and turbine trip function.Finally, in accordance with the criteria of every attribute and diversity evaluation methodology defined by NUREG/CR-7007, the implementation scheme of the system is assessed through modes of qualitative and quantitative, and proved to meet the requirements of diversity in association with results of theoretical analysis and numeric calculation.
