At present,many countries already have a fully functional unified data exchange platform.In accordance with the municipal government to promote the transformation of government functions,deepen the overall requirements of the administrative system reform,comprehensive regulatory platform to become the city's unified regulatory information sharing and business linkage platform.The traditional regulatory mechanism has a lot of limitations,giving regulators too much power,leading to human behavior is generally not conducive to creating a fair business environment.In this case,the implementation of "double random" sampling is an inevitable trend,is an important means to strengthen superv ision afterwards.The current dual random sampling mechanism has achieved some success,but also exposed some problems,such as increased staff costs,invalid time increases,sampling defects.The subject of this study is the design of the double random sa mpling control system of Shanghai Industry and Commerce Bureau.Use the user to have the office and the district office.According to the demand analysis,the system is divided into six functional modules.They are Sampling program module,The main body decimation module,Personnel selection module,Check the record module,Check the staff management module and The dictionary maintenance module.Through the use of distributed deployment and XML files,Web Service interface for data exchange,the system deployed to the municipal platform and 16 district-level platform,platform independent operation and implementation of the two levels of platform sharing collaboration,using the same system architecture;for the existing Double random sampling mechanism,the doubl e random matching algorithm of the system has made some improvements in the random selection mechanism of the random selection of the subjects,which makes the subject of the sample more representative,the personnel cost and the implementation efficiency and can satisfy the random matching procedure The different requirements.Through the design and implementation of this system,a new random sampling monitoring system based on Spring MVC framework is completed.The system is running normally,basically meet the requirements of sampling supervision.
