In recent years,with the rapid development of information science and technology,knowledge economy,which is based on information and knowledge,is coming quietly.Facing with the circumstance that knowledge is the key element of the survival and the development of the company,BD company still has a large number of problems,including accumulation of knowledge is scattered,knowledge sharing is difficult,personnel innovation level is lacing,research and development efficiency is low and research and development cycle is long.In the face of these practical problems,it's necessary for the BD Company to establish a high informationalized Researching and Developing Knowledge-Base Management Information System to collect,sort out and manage the company's research knowledge in order to improve research efficiency and shorten the development cycle and adapt to the current market environment rapidly.In the process of BD Company designing and developing the Researching and Developing Knowledge Base Management Information System,firstly,the ontology concept and its related technology are introduced.The ontology language OWL and ontology editing tool Protege4.3 are used to describe and annotate the attribute relationship between concepts and concepts in the knowledge,and build research and development knowledge ontology model for BD Company and use Jena to improve the knowledge reasoning rules.Secondly,UML diagram is used to analyze the needs and concerns of the Researching and Developing Knowledge Base Management Information System.Then,the BD Researching and Developing Knowledge Base Management Information System is designed in detail,this includes the architecture of the system,the database and the system running.The architecture design mainly uses the ASP.NET MVC framework,the database design includes the concept of database structure design and logical structure design.Furthermore,the detailed design for the operation of Researching and Developing Knowledge Base Management Information System includes data rights control,knowledge sharing of ontology reasoning,knowledge push and information integration.Finally,C#language,in the Visual Studio2012 integrated development environment,is used to develop Researching and Developing Knowledge Base Management Information System with functions of knowledge storage,knowledge sharing,knowledge and intelligent pushing.After that,the system was tested in terms of functional and non-functional aspects.The establishment of BD Researching and Developing Knowledge Base Management Information System is able to accumulate and apply research knowledge.What's more,personnel in BD Company have the ability to search and learn knowledge which can improve the efficiency of research,shorten the development cycle and enhance the company's competitiveness in the market.
