With the rapid development of the electronics and communications industries, the large useof electronics and communications equipment becomes more complex in the electromagnetic environment. Electromagnetic environment is directly related to the quality of life and sustainable development of social economy. Many countries have increasing more attentions in the urban electromagnetic environment to develop a variety of electromagnetic environmental standards. In the early 1930 s, some western countries have established the electromagnetic radiation safety and health standards in order to monitoring and management of the electromagnetic radiation into the daily environmental management. So in many radio management of documents and information, often appear electromagnetic environmental degradation, and complex electromagnetic environment and other terms, which indicates the importance of the electromagnetic environment in radio management work. How quickly and effectively determine the merits of accurate measurements and electromagnetic environment for us to maintain order in waves such as active investigation harmful interference, scientific planning and use of radio spectrum has a very important role.In this paper, the analysis of the electromagnetic environment of existing spectrum measurement method based on the electromagnetic environment in accordance with national standards related to spectrum management. There are many application such as intelligent monitoring and control software, automatic, intelligently for ultra-wideband electromagnetic environment(air navigation, radio, television, public mobile communication base stations,fixed to mobile radio services, etc.) and other electromagnetic environment and scanning probe capabilities. The system is based on C / S structure and leverages C # development platform, then frequency values within the measurement target band radio signal field strength / power level, next bandwidth and modulation and other indicators fully automated measurement, finally the statistical target frequency spectrum occupancy and automatically generate test reports.After the completion of the system, it has been applied by radio management related work purposes. The system is stable and reliable, and has strong adaptability and elegant user interface. Moreover, it is easy operation, and relatively complete and successful, the electromagnetic environment has greatly improved the efficiency of the test. Electromagnetic environment can be detected, so that people understand the situation surrounding electromagnetic environment. Thus the electromagnetic environment plans and manage the resources, and prevent pollution electromagnetic environment, then improve the quality ofpeople's living environment. Electromagnetic establishes environmental monitoring system can grasp the distribution of the electromagnetic environment for detecting electromagnetic resources. Those may produce electromagnetic pollution, and affect the life of the device to take some measures to reduce their harm at the same time. The electromagnetic environmental monitoring can also be applied to large-scale events or event, electronic and communications equipment avoid the illegal interference of communication.
