With the development of global science and technology, especially the development of communication industry, emergency communication has become a popular term in recent years and its related technology has also been in research and practice, but the research on the emergency communications-related in China is backward than abroad. However, due to the existence of uncertainty, emergency communications in sudden situation is bound to be a reliable communication protection. Therefore,the design of emergency communication network has become a focus of attention. When combine the 4G wireless mobile communication standard and its associated technology with emergency communications,4G can provide communication services for a series of terminal equipment of the emergency communication network. When the design of the communication network is completed, the performance of the network needs to be evaluated through the network planning. The construction of the emergency communication network is inseparable from the network planning and the coverage prediction analysis is an important part.Based on the design of the emergency communication network, this paper mainly studies the design of the network based on the air relay platform and also the design and implementation of the coverage forecasting system of the emergency communication network based on LTE.The paper has four parts:In the first part, it gives a comprehensive analysis on the emergency communications network of its application scenarios, the relay carrier and network architecture.The second part is a brief description of the key technologies related to 4G networks and the content of wireless network planning.In the third part, the design of two kinds of emergency communication network is designed. The emergency communication network based on the air relay platform is described in detail. Then, the emergency communication network planning coverage prediction system based on LTE is designed and implemented, what's more, the details of the modules and algorithms have also been talked.The fourth part is mainly to simulate and evaluate the coverage of the emergency communication network. The four kinds of communication network coverage results are analyzed, and the above simulation provides a reference for the design of the emergency communication network.This paper focuses on the emergency communication network which is being designed and planned, further analyzes the coverage of communication network under different scenarios and summarizes the designed emergency communication network. The work in this paper provides some reference for the design of emergency communication.The simulation data and the analysis results mentioned above can also provide some theoretical basis.
