In recent years, with the rapid development of network technology and the deepening of social conflicts, the harm caused by the network rumors is very terrible.When the network rumors and people's lives are closely related, they will always cause people's attention and spread rapidly. They will cause negative impact on both the government and the netizen. In this paper, we study the mathematical models for the evolution rules of the network rumors of emergencies, and provide a reference for the government and relevant departments to deal with the spread of internet rumor.The research idea of this paper is based on the epidemic model and the game theory, and studies the process of the spread of the internet rumors. Based on theory of the SIR epidemic models, we construct a SEIR epidemic model with e-mergency network spread rumors and general contact rate in the second chapter,the numerical simulation was carried out at a given initial value, the proportion of the population by the spread of rumors given initial value, change and change the rumor of susceptible population proportion, contact rate, wake up rate rumors spread proportion were compared, and analysis of control network rumor spreading means,provide a theoretical basis for the government in the emergency countermea-sures to control the spread of internet rumors. In the third chapter, the two party game model of network rumor is established. In the game of bounded rationality of the network masses and the government according to the different strategies of the participants at different stages, the spreading process of network rumor is di-vided into initial stage, high tide period and declining period. By introducing the learning barrier function, the replicator dynamics equation of the network mass is obtained. The numerical simulation is carried out by using MATLAB, we obtain the Nash equilibrium strategy of the game between the government and the network mass at different stages, they are (inactive, spread) , (guide, spread) and (guide,not spread) respectively. Through the extension of the two party game model, we establish the three media game model of the network media,the network mass and the government in the fourth chapter,with events in Sichuan Chengdu " the driver death" as an example, we analyze the Nash equilibrium strategy of the network media, netizen and the government in the process of rumor spreading, they are(promote, spread, inactive),(promote, spread, guide) and (block, not spread, guide)respectively.
