Frequency assignment is the most basic and most critical aspect of the radio frequency resource management. The main objectives of the radio management are saving spectrum resources and protecting electromagnetic environment.However, there are some faults in the current frequency assignment mode. For instance, the coexistence of frequency resources waste and interference potential, and the lagging of management tools and techniques. Therefore,finding effective frequency assignment mode is the goal of this article.When people pay attention to the frequency assignment issues, they used the objective function minimization method, graph coloring theory, heuristic search method and grid frequency assignment which based on linear algebra and other methods to solve this issues.Nevertheless, these methods have different scope of application and lack of versatility. The aim of this paper is to select the suitable method for the assignment mode. Based on comparative analysis,in order to minimize the objective function as a mathematical approach for frequency assignment, and set up a mathematical model by using logistics optimization theory.In view of the frequency assignments are a class of NP-Hard problem,finding the right optimization method is aims of this paper. Due to AFSA(artificial fish swarm algorithm) has characteristics of parallelism, speed optimization,good global convergence, and small sensitivity to initial. This paper will adopted this method with the frequency assignment mode by modeling adaptive AFSA.The frequency assignment is not just theory, but rather targeted applications. For this reason,established for local mode frequency assignments is essential. This paper put forward some innovative feature methods for full use of frequency resources and reduce the possibility of interference. For example, changing the frequency allocation, determine the distance of multiplexing propagating region, firing border coordination area location and antenna height limit administrative region at the junction of the edge of the establishment.Based on local frequency assignment mode, this paper uses UML (Unified Modeling Language) for system analysis and engineering design of the frequency assignment process,and formation of a software framework.The main work of this paper are:1.Select a frequency assignment method refers to mathematical processing pathway, and established AFSA as a combination of optimization methods in this paper;2. Establish a mathematical frequency assignment model that adapted to local management needs and geographic scenes, and determined the relevant parameters;3. By using the UML (Unified Modeling Language) describes the local frequency assignment mode refers to the software framework of information system..
