The management of visitors has always been an important component of government work, especially with the rapidly economy development, the pressure of recieving visitors is also growing. At the same time, in recent years the flow of community person led to a series of social security issues, the safety management of government is very important. The traditional visitor management exists many shortcomings and cannot feed the needs of current government management. The work of this thesis is to design the visitor management system based on different government departments, government departments can separate deployment and use system, unified data uploaded to the cloud server platform, The competent department can realize the unified management and analysis of data.This thesis conducts on-the-spot investigation and study on the visitor management of the government department of a county in Henan province. At the same time, according to the shortcomings of the existing software implementation programs at home and abroad, the thesis design a visitor management system to meet the needs of government departments. Firstly, this thesis uses the flow chart and diagram to analyze the business and function of the system. Then, the thesis fatherly analyzes the system architecture, system function module, system database and technology selection. The system is divided into WeChat-client and PC client to support multiple clients online work. In the system function module,the system is divided into several function modules such as visitor management,visitor information management, WeChat reservation, reservation information management, unit management, blacklist management, statistical report management, system management and so on. In terms of technical selection, using C/S and B/S as the system architecture, using C# as the system development language, using MySQL to design system database; hence a highly efficient,friendly operation interface is designed to facilitate the friendly use of the system by staff. The results show that the system is safe and stable, and the efficiency of the local government's visitor management has been improved remarkably, which has satisfactorily met the needs of the government visitor management.
