In recent years, with the development of the global information technology, mobile communication business is developing rapidly. Both People's dependence and requirements on mobile communication are increasing gradually. Just relying on the ground mobile communication cannot meet people's growing requirements. Satellite mobile communication system has the characteristics of wide coverage, not limited by geographical restrictions, wide communication bandwidth and high transmission capacity, which can cover the land area, sea area and airspace. It has become an indispensable part of the next generation mobile communication system.Space information network, which has become a currently popular research focus, is a new type of self-organizing network constituted by information systems. This network can transmit information smoothly through the satellite network, and can realize the comprehensive utilization of space information resources. Nowadays, space information network is widely applied in the military, civilian as well as scientific fields. Space information network, which is consist of satellites and plane,is a typical kind of space heterogeneous network.The main contribution of this work is the load balancing allocation scheme based on minimizing maximum transmission time. Every traffic chooses the appropriate beam for traffic transmission. We allocate the channels of each beam according to the needs of the traffic, and increase the number of occupied channels for traffic continually when the system satisfies the condition of load balancing.The proposed scheme can reduce the maximum transmission time as well as the average transmission time. This proposed scheme is named Multi-beam Load Balancing Scheme Based on Minimizing Maximum Transmission Time (MBLB-MMTT).Theoretical analysis and simulation results indicate the proposed scheme has significant advantages over the Random Allocation Scheme and the Demand Assigned Multiple Access Scheme as well as Adaptive Channel Allocation Scheme.Compared to the Random Allocation Scheme , the Demand Assigned Multiple Access Scheme and Adaptive Channel Allocation Scheme, our proposed scheme not only sorts the traffic from big to small, 'but also increases the occupied channels when the limiting conditions are met,which can reduce the maximum transmission time and the average transmission time.
