With the continuous development of the video processing technology, artificial intelligence identification technology and broadband network technology, the applications of intelligent, networked video surveillance systems are more and more widely, such as:banks, railway stations, shopping malls, residential, large warehouses, family, remote instruction, traffic management, telecommunications, military base and so on. When multiple users request the same video, the server would be overloaded, which eventually leading to a decline in service performance. In order to address this problem, the server cluster technology is introduced to provide services, and the load-balancing technology is used to "balance" the requests of users.First of all, load balancing domestic and international trends have been summarized and analyzed, followed by a detailed description of eight classical load balancing algorithm, then the disadvantages and advantages of these algorithms are analyzed. The analysis results show that these algorithms do balance the system load in some perspective, but their limitations are quite obvious. With regards to this, this paper studies some of the major factors effecting the performance of load balancing algorithm, including when to start the load balancing algorithm and how to accurately calculate the real-time load of the system and what to do with the transfer strategy.The main objective of this article focuses on the design of a new B/S-P-S load balancing algorithm. Based on the different performance among the cluster servers, a server-priority factor is introduced to the algorithm; moreover, the user satisfaction is also quantified to dynamically adjust the factor, servers with high priority can provide more services. The algorithm is composed of five modules together:the data packet analysis module, the server index monitoring module, the user satisfaction feedback module, B/S-P-S scheduling core and request forward module. Each module completes the corresponding function.Finally, the B/S-P-S load balancing system network topology is modeling in the OPNET Modeler network simulation platform, which is also constructed respectively from three levels that is network domain, node domain and process domain, moreover, each step of the algorithm is designed in detail in the process domain using the finite state machine. Then a variety of simulation programs is built to simulate some classical load balancing algorithms, and compared with the new B/S-P-S load balancing algorithm, it can be obtained from the experimental results that using the B/S-P-S load balancing algorithm, the service latency reduces greatly, server load is in a relatively stable state, and the utilization of the server resource is also increased. It follows that the new algorithm can balance the server load quite remarkably, which improves the overall system performance while guarantying the quality of the provided service.
