With the rapid development of the embedded technology and the mobile Internet, the video surveillance system began to move toward the development of remote video monitoring.3G mobile positioning and video surveillance system is a set of the satellite navigation technology, signal processing technology, embedded technology, digital video technology and wireless transmission technology. The feature of the system lies in strong mobility,real-time,information-rich content and so on. Therefore, it is widely used in road traffic management,meteorological applications , security, air transport and other areas. In this paper. In order to overcome the limitations of existing wired and wireless video surveillance system, we design and achieve the 3G mobile positioning and video surveillance systems. 3G network which is provided with low-cost 3G network layout, wireless transmission rate high and other advantages, combine the GStreamer plugins. H.264 video compression and embedded Linux development technology to develop a mobile device which can be positioning and real-time video transmission.In this paper, the system is a 3G wireless transmission implementation of location positioning and video capture based on DM3730, the study follows the framework of DaVinci for designing the hardware and software to achieve the development of hardware and software modules for each level. First, the schematics and PCB of the DM3730 embedded hardware platform are completed, and then we transplant embedded Linux kernel whose drivers are cut and build Codec Engine framework on the hardware platform, then designing a positioning and video surveillance application software, the main fuction are Compass satellite positioning information collection, video capture. H.264 encoding and send data through the network RTP protocol, Server monitoring software is mainly based on the C# language and GStreamer plugins technically. The software receive positioning information which is displayed on Google Maps, GStreamer plug-in receive RTP data stream and parse display video information. Finally, the paper analyzes the embedded platform and server-side advantages and disadvantages. Meanwhile, the system needs to be improved proposal, sums up the unresolved issues, and further study of the system were discussed.Contents of this paper focuses on the following aspects, The system which refers to the DM3730 embedded hardware development platform is achieved to build a suitable Beidou positioning and 3G wireless video surveillance hardware platform, porting embedded Linux operating system, compiling peripheral drivers, including serial port for receiving Beidou location information, video capture and support for 3G wireless module.and then the collected information need to process measures that adjust the video window and H.264 encoding, and finally the video information which is by RTP protocol encapsulation compressed can be real-time transmission in 3G wireless networks. Server software is a location information display interface embedded Google Maps, GStreamer plugin achieve the analysis and display of video information .
