At present there are many policies in major economic field which have been draw up andprepared to be issued. As the key problem which needs to be solved urgently in the nationaleconomy and social development, how to assure consistency of them has received more andmore attention. When people do research on the consistency of policy, they need to minepolicy recessive lineage relations. Our main purpose is to find a kind of automation policyrecessive lineage relationship mining methods so as to provide important basis of theconsistency analysis for policy analysts.On the base of summary and analysis of the domestic and international policy researchfield and concept description technology, we put forward an effective recessive policy lineagerelationship mining method. Based on the policy text pretreatment technology, policysimilarity calculation technology and so on, this thesis proposes a computation method offitting degree among policy clauses and similarity among policy text. Also, we apply thefactor space theory into policy research field, and present a concept factor decompositionmethod. Then, we combine with deeper description of concepts, and use the process ofconcept generic extraction to mine out the recessive gene between two concepts. Furthermore,we view the recessive gene as "synonym-standard word" combination, and recalculate policytext similarity, so as to reveal the recessive policy lineage relationship which cannot bereflected by direct calculation similarity method.Finally, we carry out experimental verification on the set of policy text which comes fromtwo legal policies. Through comparative analysis of the experimental results, the tests showthat this method is indeed effective.
