The Optimization Of Bill's Management:Based On Blockchain Tech

Bill is a kind of credit tool which is to reflect the occurrence,payment and transference of claims and debts in the circulation of commodity or currency.Bill is commonly used in transactions as a payment and settlement tool and also one of important ways of enterprises short-term financing.In China's bill market,however,the bill violations often happen.According to statistics,in the second half of 2015,CBRC issued tickets for violations are more than one hundred copies.In the first half of 2016,three bank-bill related business events happened,which involved risk funds totaling billions of yuan.The bill related issue has become urgent to be solved.According to those CBRC's tickets,the main reason is that the false bill irregularities,which includes two main kinds of irregularities,the first is for discounting trade bills without real trade business,the second is for acceptance and discounting bank acceptance with no real trade background.While the events of bill are caused by many factors,including the bank staff of non-standard operation,malicious collusion fraud and intermediary irregularities and so on.Although banks constantly improve bill business related internal management system,strengthen risk control,and regulators also issue a number of announcements to standardize market transaction behaviors,the bank bill events still occur frequently.Therefore,the thesis argues that the bill's management should be optimized with innovative methods.In the Internet era of fast development,"Internet +" industry is penetrating people's life in all aspects,a technology called blockchain is gradually into people's vision.As the blockchain's characters,such as decentralization,no need trust,are constantly stressed and highlighted,more and more global alliances and institutions research blockchain technology in areas such as finance,insurance,asset management,and the research about blockchain's application on bill is one of important research projects.The author argues that the application of blockchain on bill can be an effective way to optimize the management of bill.Therefore,this thesis,in the point of view of commercial bank,discusses the relevant issue of using blockchain to optimize bill management.This thesis includes five chapters,the first chapter elaborates on the research background and the significance of research,the research ideas,research methods,structure arrangement and innovation points and shortcomings;Chapter two reviews the relevant documents,including the research of bill's risk management,process management,blockchain technology,etc.Third chapter analyzes the case of the agricultural bank bill,makes a brief introduction to the case,and analyzes the causes of the problem,points out the current problems in our banks' bill management and puts forward to optimize bill management;The fourth chapter putsforward to use blockchain technology to optimize the bill management,this chapter introduces blockchain technology characteristics at first,then analyzes the impact of the blockchain's application on bill,including bill's form,process of bill business,related internal control and audit,etc;Chapter five summarizes the issues of bill management,the optimization suggestions,and expounds the following research directions.
