With the increasing usage of commercial bills and the growing development of bill market, China's bill market and the bottleneck has become more apparent. Because of the fast development of bill market, difficulty for identification of cabbage, the low transaction efficiency, the higher cost and so on, all these have shown that the market needed a unified electronic instruments and electronic instruments and trading platform.This paper suggested an electronic paper trading platform solution for realization of bank notes between the electronic and centralized public offer online transactions, and created an electronic paper trading and settlement management system. In addition, we analyzed commercial paper on e-business types, business processes, system operating time, risk control, security management and system with the banks and financial enterprises. These could give the clue for the realization of electronic commercial paper issuance, acceptance, delivery, hosting commissioned the entire process of receiving a reference.First, we used a "big focus" approach to deployment design system. Every participant of applications or other business transaction system can interact with messages through electronic instrument processing center front-end way. In addition, we do a more detailed analysis and design in commercial paper also e-business types, business processes, system operating time, risk control, safety management and system and the banks, finance companies interface to. This design found a new way to build a unified trading platform for electronic paper presents.Second, we put forward new solutions on how e-bills offer and trading ideas based on the above platform. Chiefly, we analyzed the advantages and disadvantages of the transaction, and designed browser-based, application server and database B / S three-tier structure; Next, we designed the core software and hardware topology to serve the processing center, and according to type of business on the centralized trading system we offer a modular design. Finally, we introduced some of the key technologies used in system uses.In our study design, we make full use of the software engineering ideas and the most mature current computer technology, this practical system design give us new clue in promoting and speeding up commercial paper market in China with e-bill.
