Study Of City-industry Integration Of Jilin Province High-tech Zone

Since The national high-tech development zone were established,They have been insisting on industrial construction and independent innovation,promote technology combining with economic actively,and gather innovative resources to promote the rapid growth of enterprises.So that high-tech zones become an important base for the transformation of scientific and technological achievements,and promote the main force of regional economic development.However,in the process of development,industrial development-oriented model although promoting the rapid development of the zone economy,ignored the zone should be with urban function,which bring out a series of problems and challenges to the development of regional economic.Therefore our country put forward to the development path of adjusting the economic structure and transforming the economic growth mode,promoting industrial upgrading.With the process of urbanization and industrialization to speed up,the concept of the C ity-industry integration gradually thorough,promoting regional economic restructuring and upgrading,changing the traditional development model,and forming the City-industry integration development path become the main content of China's current economic construction.In this paper,take Jilin Province high-tech industry development zone as an example,to investigate the present situation,found and summarized the problems of high-tech zones in the development process.At the same time,select the evaluation index and construct the evaluation system according to the development status of the high-tech zone.The BP neural network method and the improved Topsis method are used to evaluate the degree of city-industry integration of different development zones degree of the high-tech zones.And divide their level according to the comprehensive evaluation results.Measure and analysis the various influence factors about the degree of city-industry integration.Finally,combined with the comprehensive results of qualitative analysis and quantitative evaluation,the corresponding countermeasures and suggestions are put fo rward for the development path of the city-industry integration of the high-tech zones in Jilin Province.The main conclusions of the research are:(1)Through the investigation and analysis of the situation of the development of the high-tech zones,it is found that there are a series of problems in the development process of the high-tech zones.Such as the unreasonable use of space,the imperfect construction of the living environment and the lack of industrial development potential and so on,which seriously affect the degree of city-industry integration,restrict the regional economy transformation and upgrading.(2)Based on the comprehensive development of high-tech zones,in accordance with the principle of comprehensive,objective and realistic,this paper selects evaluation index from the aspects of population environment,ecological environment,living environment,economic development environment and urban construction environment,which affect the degree of city-industry integration of high-tech zones.And build the evaluation system and makes an objective evaluation of the degree of city-industry integration of high-tech zones,and makes further exploration for quantitative research on the city-industry integration.(3)According to the comprehensive evaluation results of the study show that the province's high-tech zones are relatively low level of the degree of city-industry integration,have a greater room for improvement.the degree of city-industry integration of C hangchun Hi-tech Industrial Development Zone,C hangchun Jingyue Hi-tech Industrial Development Zone,Jilin Hi-tech Development Zone,Yanji Hi-tech Industrial Development Zone,Tonghua Pharmaceutical High-tech Industrial Development Zone are 0.8030,0.4800,0.3474,0.1737,0.2291.(4)According to the classification standard,the type of city-industry integration in the high-tech zones is divided.Among them,Changchun Hi-tech Industrial Development Zone has the highest degree,and belongs to the good integration type.The C hangchun Jingyue Hi-tech Industrial Development Zone belongs to the basic Integration,Jilin Hi-tech Development Zone,Yanji Hi-tech Industrial Development Zone and Tonghua Pharmaceutical High-tech Industrial Development Zone have the low degree,belong to the city-industry disorder type.(5)The analysis of the correlation degree of the problem of city-industry integration influence factors shows that the influencing factors of the evaluation system are highly correlated with the city-industry integration problem of the high-tech zones and have a deeply influence degree.The different environmental construction on the extent of the pros and cons of the high-tech zones have a direct impact on the city-industry integration of the overall regional.
