With the continuous development of China's foreign trade,China's import and export of animals and plants and their products is growing,the entry bulk grain growth is particularly prominent.The grain is a high risk of agricultural products,because of its more extensive processing of primary agricultural products,simple storage environment simple,easy to breed storage pests.At the same time,because the scope of Foreign Agricultural Mechanization Popularization widely,many weeds grain easily with grain harvest and mixed together,resulting in easy to carry a large number of weed seeds in entry grain,become an important carrier of invasive alien species,there are a series of problems with quarantine pests.Therefore,a large number of imports of grain,in order to meet the needs of the domestic market,but also to our country's bio security poses a great threat.Although the first line of inspection and quarantine work is facing a growing volume of business,but the number of staff has grown slowly,increasing the amount of per capita business.As for the import enterprises,shorten the customs clearance time,reduce the cost of time,compression of human resources and manpower resources can be significantly increased profits.Based on the premise of fully carry out the investigation,take Quanzhou port as an example,since the end of 2014,compared with the original model through the introduction of remote video surveillance technology,structure Quanzhou inspection and Quarantine Bureau of imported grain comprehensive evaluation system.The results show that the new mode of remote video surveillance technology has some advantages compared with the old model.
