In the context of tri-network integration and the informatization developing strategy,the development of IPTV and its application have become the focus of China's radio and TV industry which has transformed into technical IP and the internet business.In recent years,IPTV business has made significant progresses and its market requirement is becoming active,which has become the prevailing trend of prospective TV development.Thus,with the support of the tri-network integration policy,to construct a fusion broadcast control platform with high tech,good reliability,simple maintenance and strong extendibility is not only an initiative to comply with the era development,but to procure invaluable experience for the future.Although the key word in tri-network fusion is “net”,it still has correlation with television station.TV stations could base on IPTV and mobile TV fusion broadcast platform.By integrating mobile phone,Internet and other communication means,comprehensive coverage with television,Internet and other mobile media can be gradually realised,providing approaches for the transformation from conventional mainstream media to novel media.The fusion broadcast platform is more than a technological system,but an operation system,which has distinctive Chinese feature.The platform is constructed and managed by agencies of TV broadcast.Besides,the content chain adds broadcasting and TV to ensure tri-network fusion situation of the media and information security and culture safety.IPTV fusion broadcasting construction has typical significance.We follow the construction of IPTV fusion broadcast to integrate mobile TV fusion broadcast control and content service platform to further put forward the hypothesis of fusion broadcast control construction.With the background of tri-network integration,the thesis is to design the overall plan of multiple business fusion broadcast control from four aspects which are respectively safe broadcasting and surveillance monitor system,fusion broadcast control platform,broadcast service platform and network management system.Based on the special request of policy in radio and TV industry,system security is highly taken into account with complete safety system.In the light of the overall plan,the deployment scheme of fusion broadcast platform is designed from network deployment,program introducing and disaster recovery strategies,and thus a set of IPTV broadcast and control platform will be designed.
