The Design And Realization Of Tianjin Urban Construction Hotline 12319 Business System

Urban infrastructure construction is closely related to people's production and living.It involves to the field of construction in water supply,drainage,flood control,municipal construction,city sanitation,urban transportation and other industries.Tianjin,as a large city,citizens have wide demand for infrastructure construction system every day.For this reason,many public institutions in serving for the people have set up a lot of various sizes and full-featured hotlines.Hotlines provides a convenient public assistance for people.However,it also brought issues in inconvenience memory,scattered resources and unbalanced service level and so on.Therefore,further improving the operation pattern of Tianjin unban construction and meeting the needs of public in appealing to management of Tianjin urban construction is necessary.And this paper is aim to achieve a set of 12319 hotline service system to integrate resources to serve the public better.According to the actual needs of the public,we carried out a detailed needs analysis and system design for 12319 hotline service system.The system is divided to ten function modules,including work form acceptance module,auditing and sending module,work form type-in module,timeout supervision module,reply work form audit module,upcoming work form audit module,query module,agent monitoring module and user and rights management module.Based on Spring framework,it builds a system that combines the JSP/Servlet technology,B/S model with Oracle 10 g database to design the architecture.12319 urban construction business system is aim to achieve a work platform in unified public services of information technology construction and hotline service.It promotes the transformation of government functions and process reengineering.It also centralize information resources in the field of urban construction and urban management,timely analyze the urban management problems,enhance the ability to handle various types of unban management issues,gradually form rapid response mechanism on emergencies.Thereby the system can enhance the level of unban management.
