The Desigxn And Implementation Of Administrative Supervision Appraisal System For Hebei Province

During the government administration supervision and evaluation in Hebei province,its contents become more and more complicated and its auditing scope becomes wider and wider.Consequently,workload has also gradually increased and working timeliness is more strengthened.All these new characteristics and situations have demanded Hebei government to change the old traditional working mode and facilitate the computer science to conduct administration supervision and evaluation work.Therefore,targeted on the current situation and characteristics of Hebei government administration supervision and evaluation,it's needed to design and implement the Government Administration Supervision and Evaluation System for Hebei Province.In the Government Administration Supervision and Evaluation System for Hebei Province,it follows up JAVA EE standards,uses front end development framework DHtmlx,adopts MVC and SSH(an integrated framework of Struts,Spring and Hibernate),and chooses Oracle database to store data.It will provide an easy and simple as well as effective operating interface by using DHtmlx to design.In addition,the label library of Struts framework can bind the corresponding data on the page,Spring framework can reduce the complexity of the system development and the Hibernate framework is used for open source relational mapping.In the Government Administration Supervision and Evaluation System for Hebei Province,there are seven main functions including supervision establishment,supervision handling,supervision acceptance,supervision audit,supervision feedback,and supervision report and supervision publications.In the supervision establishment,it has achieved several operations,including creating a supervision project,modifying supervision,deleting supervision,reviewing supervision,issuing supervision andchecking supervision project.In the supervision handling management,it achieves canceling the establishment,checking handling process,canceling handling,urging handling,handling completed,auditing,social evaluation and leadership evaluation,etc.In the supervision acceptance,there are waiting for sign,on processing,already completing processing.In the supervision audit,it includes auditing and returning back.In the supervision feedback,it has achieved several operations,including election,feedback returning,adaptation,policy evaluation,export,checking feedback information and evaluation,etc.In the supervision report,there are some operations,including checking notification,modifying notification,deleting notification and issuing notification.In the supervision publication,it achieves template management,on-going publication management and finished product management.After the system is running,it can realize some functions including the handling,feedback and filing of electronic supervision projects,which was realized by provincial,city and county inspectors to do in the undertaken organization.Also,it will set up special performance appraisal system.Every time when each unit reports materials,gives feedbacks and other specific operations will get corresponding scores,and then do the weighted sum to get the final score,to participate in the overall performances appraisal.In addition,the system can macroscopically take statistics of inspection handling situation of each undertaken companies.What's more,the use of system can effectively improve the efficiency of the supervision projects' approval process.
