Design And Implementation Of Tax Archive Management System In Local Tax Bureau Of Xiangyun County Based On B/S Structure

With the gradual development of information industry, information technology(IT) has been widely used in all walks of social life. Particularly, it is used in dealing with the government affairs. In order to improve the office efficiency, each department makes informatization construction actively. The tax department, as an important sector, takes major responsibility for the national tax management, and its development affects national financial management directly. Thus, to fit for the Internet Plus era, tax system firstly initiates the informatization construction of business and office.Due to the relatively frequent personnel transfer, complex business processes and increasing workload in tax departments, traditional manual archive management mode can not fit for the current demand of business efficiency. During my working time in Local Tax Bureau of Xiangyun County, I am in charge with the archive management of the whole bureau. I was often worried about the low work efficiency. Archive management mode is out of date, which can hardly meet the current demand. It mainly includes the following aspects: huge amount of work poses some difficulty and may lead to some errors and omission in the collection phase; manual scan and input work is too complicated; in the searching aspect, there are disadvantages like the inconvenience of search, waste of time and large searching amount, etc. As with the borrowing and lending, the tracking system is weak for the lent archives, and the procedures of approval needs improvement. For achievement destruction, there are some troubles in statistics. Without reminds or alarms, there may be some missing.On this basis, I have some feelings about the traditional archive management mode: it can hardly meet the current tax management demand. Our tax bureau has been undergoing the development of some software in terms of levying tax to achieve the informatization management, especially the leash of “Gold Three System”, which offers an evidence for tax management in digital form. Current situation is complex with many administrators, and this management mode takes a unique shape.Traditional archive mode is no longer suitable for modern indormationization mode. It is impressing to develop a set of system to accord with current management mode in tax bureaus.This system requires digital archiving. In the collection and storage phases, both paper files and digital files are required. In later processing, the two are combined for the smooth operation of office work. In this way, digital files are in display in the management system, saving the time for searching the paper files. It improves the efficiency and accuracy of archiving and facilitates routine office work. As with the digital collection of archives, this system adopts ORC technology to scan and recognize intelligently the paper files and store the scanned copies in computers.Local Tax Bureau of Xiangyun County archive management system uses B/S structure to build a valid system architecture. MVC architecture is adopted in the development so as to enhance the performance like extensibility. System tests are carried out among working staff and administrators in Local Tax Bureau of Xiangyun County. Results show that this system can meet routine management demand in archive management and data statistics with stable operation and friendly interface;non-functional demands are met as well, which facilitates office efficiency of daily archive management.
