The Design And Implementation Of Jianchuan County Local Taxation Taxpayer Information Management System

Currently, different computer systems are applied in tax administration system,and pose important influences on informatization of tax authorities, such as “ the third golden tax project”, core collection and management system, comprehensive office system, and online taxation system. However, they do not have independent taxpayer management system. Merely depending on tax collection and management to manage taxpayers not only enhance difficulties, but can't search for taxpayers' basic information. Based on such reasons and actual situation of Jianchuan County local taxation bureau, the paper develops taxpayer information management system, in order for tax revenue administrators to effectively manage taxpayers' basic information in Jianchuan County.The paper discusses design and development of taxpayer information management system. Firstly, based on background and significance of taxpayer information management system development, it discusses current status of foreign and domestic taxation management system, analyzes current issues in taxpayer management, as well as necessity and feasibility of system development. In demand analysis, it mainly adopts the method of UML modeling. By communicating with tax revenue administrators and taxpayers, it analyzes and determines related solution. By arranging taxpayer information management system, it clarifies demands, and sets up system architecture and useful functions. In system design, based on business requirements of taxpayer information management system and actual situation of Jianchuan County local taxation bureau, it proposes solutions for overall system design,and determines the design method for taxpayers. Also, it adjusts system interface design, systematic architecture design, database design and function module design, as well as other functions for the whole taxpayer information management system,including basic information management, abnormal client management, business management, log-out management and system maintenance. In practical modules, it adopts B/S model and establishes the system based on three-tier architecture.Meanwhile, it also briefly discusses system interfaces and database construction, so as to verify that the system has basic business functions. Lastly, the paper conducts tests on taxpayer information management system of Jianchuan County local taxation bureau, including expected targets, specific testing principle, and final usage. By utilizing different system functions, analyzing test results, and determining purpose of system, it effective improves taxpayer information management for tax revenue administrators.Based on tax revenue administrators' application of this system, it can be seen that the system can enhance levels of taxpayer management. It is an important way for Jianchuan County local taxation bureau to conduct scientific and reasonable taxpayer management. On one hand, this promotes taxpayer managements and increases their satisfaction. On the other hand, it also reveals related defects and issues in current management of taxation. Therefore, the system development can significantly promotes the process of taxpayer management.
