The management of logistics cost is an indispensable part of modern enterprise in international trade as well as domestic trade, and it is directly related to the process of tobacco transport and logistic. The work level of management of logistic cost could directly affect the operation efficiency of transport chain. So the management's running well will be conducive to the production activities of tobacco enterprise, which could also help to enhance their competitiveness in the market. Therefore, it is significance to enhance the management process of logistics cost through information technology and to implement the logistic cost management system for tobacco company. The category and information of logistic in tobacco company is getting more complex, making it more difficult to manage them and making it easy to get confusing and distorted, and it is a great disadvantage for logistic cost management business. In order to improve the efficiency of management of logistic cost, to reduce the burden on staff, we need to develop a system which is tobacco company targeted, scalable and easy to maintain. China's tobacco industry had provided an important source of income, and the management and optimization of logistic cost could effectively enhance the economic efficiency of the company, which is proposed only in recent years, related systems are still not mature and need further discussion for the functions and operations. In this regard we know some systems related to logistic optimization and cost management, and these systems can run greatly and provide great economic benefits.Due to the differences of laws for tobacco, such as sale number, tobacco type, we only could learn from these outstanding foreign systems' framework and ideas on the base of them, and improve the main functional operations. At present, our country has a few systems for cost control and logistics management, especially for tobacco enterprise, and the systems' functions are simple and their operations are not humanizing. So in order to aim at the management business of logistics cost, we are going to learn from related systems to adopt their framework and process control technology to develop the logistic cost management system for tobacco company.The system includes five basic functions, which are cost budget management, basic data management, performance appraisal management and system management. Through the relationship of the five functions and the analysis of the data types, such as budget approval,budget report, basic information about employees, vehicle information, business data, we can know the requirements of these operations and find out the non-functional requirements about data information, such as security, stability, reliability and know more about the storage structure and called type of data in the system. The system uses B/S mode to develop browser-side and server-side, omitting the complexity of installation of the software, which lets you log on system on different terminals and machines. The underlying codes of system are written in Java language, and use the most popular complementary framework SSH to design data persistence layer, the jump of page and daemon, and business logic layer. The system adopts SSH framework and MVC framework to achieve the separation between the business logic, which uses View to receive user input information and transfer it to the model framework for data consolidation. The collated data will be submitted to the business logicand then will be calculated by the controller in the Control and then be displayed in the browser Web page by Struts2 map. The system uses SQL SERVER 2014 as the database.The system achieves cost budget management function, basic data management function, cost check management function, performance assess management function and system management function. The cost budget management implements the maintenance and management for budget reply, budget report and budget setting, and budget reply management includes information's adding, modify and deleting operations. The basic data management model implements the maintenance of business data, personal document and car document, and business data management includes adding business data, modifying business data, deleting business data and query business data. The cost check management includes the maintenance of asset class and accounting report. The performance assess management achieves the management of appraisal object, appraisal project and appraisal report. The system management function is the most basic one, including user management and permission management, and the former implements the basic operations for user information, and the latter includes setting permission and modifying permission.Tobacco company realizes the information platform for the management of logistics cost, realizes the sharing and transformation of information between departments within this company. And this system allows users to record logistics information timely and to give feedback to the users, which enhances the work ability of staff and saves lots of time and human resources.
