With the intensification of market competition, the continuous advancement of interest rate liberalization, and the continuous strengthening of prudent supervision of the banking industry, the business model of banking has received major shocks, and there is an urgent need to transform from traditional extensive development to intensive development. To realize the transformation of business model,it is necessary to improve the level of refined management, and rely on the implementation and application of modern management accounting system. The cost allocation as the most critical link in the accuracy of profit accounting, has a significant impact on the bank's entire management accounting system. The cost allocation is a complex and continuous optimization system project,in order to meet the management requirements of different development stages of Commercial Banks,Kunlun Bank is taken as an example to design and implementation of Cost Allocation System. The technologies used in system development using JAVA language, and with the help of the existing cost allocation system application platform and system architecture, the existing cost allocation technology platform is a Service-Oriented Architecture(SOA),that solved the problem of business integration between different business applications in the Internet environment,it is a software system architecture that accomplishes specific functions by connecting loosely coupled coarse-grained services.Based on the abstraction layer provided by SOA,it can realize the function of adding new services in a modular and loosely coupled manner or packaging existing functions into new services to solve new business needs;Used the existing components and services to refine reusability from coarse-grained,and reducing the time required to complete the software development life cycle, including gathering requirements, designing, developing, and testing.Cost Allocation System realizes the functions of cost aggregation, cost reduction, and cost allocation. The cost aggregation function collects the cost data by collecting data from Financial Management Information System,Expense Reimbursement System, and Fixed Asset System to comprehensively obtain the bank's overall operating costs. The cost reduction function is to configure the cost restoration rules, cost restoration information entry, cost restoration processing rules and other information to restore the expenses to be restored to the actual beneficiary department. The cost allocation function is to collect all the expenses after the aggregation and reduction according to fixed allocation schemes and specific allocation drivers are allocated at three levels:head office level, branch level, and sub-branch level. After applying this system,Commercial Banks has significantly enhanced the ability to refine and accurately manage daily operating costs, providing accurate cost data for the profitability analysis of branches, products, business lines, account managers, and key customers, and provide the basis for decision-making for performance evaluation, business analysis and product pricing.
