The Design And Accomplishment Of Airlines' Operating Control Center Management System

Flight dispatchers, aeronautical information officers, and flight performance engineers are crucial operation professionals for the safe and high efficient operation of Airlines. They are also one of the three pillars of airline's safe operation, missing anyone of them will result in aviation unsafe incidents.In order to meet authority's requirement, the Airlines is in urgent need of designing a system. Firstly, the system ensures every flight's operation professional can meet the requirement of the CAAC laws, regulations. Secondly, the system provides solution to the operation professional management, including needs, personnel, time, program, instructor, examination and inspection which will lower the risk resulting from their disqualification and inabilities in operation.Firstly, this research expands analysis and research from the actual needs of an airlines' management of operation professionals, with reference to the management modes of civil aviation flight crew and maintenance professionals, with modern IT high technology achievements and digital information model, developing software platform system, realizing digital, information-based, integrated management of operation professionals.Secondly, through reviews of a large amount of documents, the project team systematically, comprehensively and carefully study and analyze the architecture needs to be adopted in the development of the software technology and system platform. Using ASP.NET and Oracle database software technology, through B / S architecture model and PL / SQL statements, the project team completes the platform browser development, database establishment and various function designs.Thirdly, the system platform developed in this research will support the airlines operation center to realize effective management in professional qualifications and training. Its main functional modules can be divided into: information management, information alarm, statistical analysis and system management. For the requirements of operation professionals' qualification and training, the project team conducts a comprehensive, systematic analysis to determine the demand explanation documentation for the functional module of professionals' qualifications and training. This topic also expands a detailed analysis and discussion in the aspects of credibility, function module, the data management of this system platform establishment, and finally completes the business logic and data processing model of the entire platform.Finally with years of experience in management of operation professionals and IT technology, experiencing the complete developing process of the system platform including analysis of users' requirements, choice of IT technology, detailed design of system platform, coding, final test of system platform and so on, after several months' hardworking, the project team has finished the system's demand analysis, the design, the development and testing. During a period of running, the airline operation center management system is fully functional, practical, easy to operate, safe and stable. In addition, the data of this system can synchronized with the airlines' office automation system data. Overall, its function can meet the needs of management and proved to be practicable to establish the airlines Operating Control Center Technology System.
