The thesis mainly discusses the service-oriented operational planning methods in the network centric environment. The main research results of the thesis are as following:1. The thesis puts forward the integrated architecture of the operation planning based on Service-Oriented Architecture. And the architecture consists of several layers, which, in an upward order, are SOA bus, operational resources layer, basic operational services layer, management layer of operational services, operational processes building layer, operational application layer and application layer. The architecture focuses on operational services, matches and optimizing selects basic operational services, composes the basic operational services flexibly, effectively and dynamically to build complicated operational application, according the requirements of operational tasks and processes. And the thesis presents a research on the formalization description method of operational course of action, the methods and process of operational planning, and the mapping methods between the COA and the process description of Web Services.2. The thesis presents the abstract model of the operational plan, which includes operational background and environment, operational intention, operation resources, operational organization, and operational course of action. Through the contrastive analysis of System Modeling Language and the abstract operational plan model, the thesis brings forward the modeling method of service-oriented operational plan based on SysML, and puts forward the mapping relation between SysML activity diagram and BPEL model.3. This paper puts forward a peer-to-peer operational planning model, presents the architecture of service-oriented operational planning systems, and discusses the High Level Operation Concept, the Operation Node Connectivity Description and the Systems Interface Description of the systems. And the thesis abstracts the operation planning as a typical planning problem, presents the mathematic description. This paper also introduces the MDLS algorithm in detail, points out its deficiency and improves the algorithm in different point of view, consequently carrying out the optimal configuration of operational resources through the mutual selection between operational services and operational tasks.
