Procurement Center Expert Management System Design And Implementation

A expert system of government procurement center developed in this paper.This system includes six parts such as voice system, message module, expert extraction module, expert database maintenance module and so on. The voice module is mainly responsible for external voice call besides recording and preservation the content of dialogue. The function of expert extraction module is chosen with the algorithms our design. Expert database maintenance module's mainly task is to maintain the information regular, including contact information and basic information. System Settings module is designed for the daily settings of system. The main function of SMS platform module is sending text messages to experts according to the content information stored in database, notify the time and place of purchasing review with expert, and statistical the responses of experts after expert extraction module in the expert system. User management module is used to maintenance users' information and user permission, such as add new user, edit and modify user passwords and other user power.This system is mainly design for purchasing tasks of government procurement office. In daily tasks, the situation which government procurement office could be not familiar with situations of all field will cause delayed procurement planning and procurement tasks. To solve this, we insight into the specific needs of procurement plans through the communicate with customers and developed the expert extraction system. The system used Spring, Hibernate and Struts development framework that uses commonly in web development process. SSH framework allows us to facilitate the development of web projects. For storage of data, we use the more popular and freely database MySQL. The use of MySQL has brought great benefits to the development of the project.
