Since the practice of the reform and opening-up policy,our country has begun to gradually use the bidding and procurement method in many fields.However,with the continuous development of bidding work,the traditional bidding methods can no longer satisfy the development needs of the bidding and procurement work in an enterprise.As we know,the bidding evaluation is the most critical part in the bidding and tendering process.The bidding and procurement work of an enterprise could be directly affected by the following factors: the professional evaluation from experts,the principles and methods of the evaluation,and whether the evaluation of the bidding documents is conducted fairly and strictly according to the documentation provisions.So in regard to these issues and the actual demand of this enterprise's bidding and tendering work,this paper will elaborate the design of the expert extraction system based on ant colony optimization algorithm.According to the carding of bidding process in this enterprise,the system adopts C# as the development language and.net three-layer architecture,and uses MySQL database as the back-end database.This system is divided into four modules: project management,expert database quantitative management,supplier management and system maintenance.Regarding the function of extracting experts,we designed the scientific random algorithm and the program of calling the voice card to automatically dial the expert phone based on the ant colony optimization algorithm,which reduces the impact of the human factor to the greatest extent.It can better ensure the fairness and openness of the bidding results,provide more comprehensive,plentiful and intelligent management tools,and can improve the level of bidding management as well.The three-tier architecture used in this system has strong expansibility,high reusability and good maintainability.After specific coding and system testing,all modules in the system have been realized and implemented.It is proved that the system architecture designed in this paper has good performance and stable operation,which can satisfy the requirements of selection and evaluation of bidding experts in the bidding work of this enterprise.
