The Design And Implementation Of Enterprise Bidding Procurement System

This paper puts forward the solution of companies’ online bidding procurement system and describes the implementation process of the system mainly through the research of chemical enterprises. This company pays more attention to the management of the enterprise internal resources in the OracleERP system, such as purchasing module. The functions of ERP about the business include the production of planning, the summary of production planning, the generation of procurement planting purchase order and contract. When we generate the purchase plan and purchase order, purchasing staff should make an inquiry or bid invitation and complete the procurement results by creating order. This part of the workload is very huge, so we need a purchasing system of online bidding. Purchasing staffs release procurement planning and set the bidding rules before the suppliers start online bidding. Purchasing staffs will handle other issues after the bidding, and the whole process can be traceable and traceability.In this paper, we use the object-oriented analysis and design method to achieve use-case analysis and functional designing. Through demand survey we sort out the main business processes of the system and define the way of interacting data between ERP system and online bidding system. We use UML use-case diagram analyze the function of the system including the management of supplier、procurement planning、 bidding and order tracking. Through the design and development of ERP interface, we realized the ERP purchasing plan and purchasing plan into OA bidding system and classified the purchase plan to the buyer to purchase. We achieved the establishment of online procurement project bidding and the suppliers can bid for many times on the Internet. We achieve the order tracking after the end of the bidding.We achieved the closed loop operation of acquisition plan by ERP to the creating and following of the order.The system uses the Java language to development in the technology, and its technical framework uses the SSH framework to realize. Its database uses the Oracle 11g. We can read and write the ERP system data by building views and storing procedures on the data interface.Through the application of the system, we create an online procurement system integrated with ERP. We established the electronic purchasing process, achieved recording and tracking of the whole process and the bidding process can be recorded and traceable. Through the implementation of the project, the procurement management processes, rules and key business are fixed on the process of the electronic operation. We reduce the error rate and improve the efficiency of job processing. Through bidding, we can control purchase price effectively and reduce the purchasing cost.
