Excellent courses in Colleges and universities to declare the birth of the system is to solve these problems, improve the efficiency of college courses of declaration, reduce cost reporting, the organization management more efficient, more reasonable allocation of resources, to better promote the quality of teaching in Colleges and universities.In this paper, the design realized declaration system of excellent courses in Colleges and universities, around courses to declare, projects covering the establishment, maintenance, declaration, scoring, the provincial and national excellent courses identified project management of the whole process. Firstly, the selection of technology. This system will be based on object-oriented programming, research how to structure B/S based on the structure of the background management system, and finally gives the realization of J2EE platform, that is, the use of struts+spring+Ibatis technology to achieve. The system is mainly to do the background of the management system, the front desk is just a simple display of data. This system is realized by using J2EE and MySql database.Secondly, the business process is analyzed, and the requirement analysis of the system is completed. System according to the user role can be divided into three categories:the applicant, the school administrator, thea (?)dministrator, the evaluation experts, the system administrator of the catego(?)le draws a variety of roles in the use of a variety of related operations use case diagram. Then, the overall design and detailed design of the system are carried out. The system is divided into six modules, namely: system login module, the course of creation module, management module in the University, provincial management module, the expert evaluation module and system management module.
